Keith Royals - The Mayor of Rockport City. Royals has been the mayor for nearly four years, and in that time, crime rates have continued to increase with no sign of stopping. Though he has initiated responses to the problems in the past, this new initiative is definitely his most ambitious.
Royals is a 52-year old power-hungry polititian. He's white, with greying hair, and though he tries to stay fit, he's definintely not one for physical combat. However, he is extremely charismatic and is well-connected with the city's other powerful figures.
